Clopper was an early settler in Texas, joining Stephen F. Austin’s colony in 1822. A few years later he formed the Texas Trading Association and promoted trade from Buffalo Bayou to the Gulf. He bought the land that is now known as Morgan’s Point in Galveston Bay. This land was later acquired by the New Washington Association. During the Texas Revolution, Clopper worked in Cincinnati to help acquire the Twin Sisters cannons for use in Texas.
