The plan proposed combining Pelican Island and Pelican Spit into one large "Pelican Territory, 7,000 Acres." The new territory would connect with Texas City by a strip of landfill capable of carrying rail transportation. Galveston Island would also be greatly enlarged around Teichman's Point so that only a narrow channel would separate the island from Virginia Point.

Robert's plan received strong support, as it was hoped that the improved harbor facilities would bring a U.S. Navy yard to Galveston. Grover drew this map for display at the Galveston Public Library. Unfortunately, however seriously the plan may have been considered during the summer of 1900, the disastrous hurricane in September ended all thought of altering the harbor to fit this scheme.
